看國(guó)際,全球產(chǎn)業(yè)調(diào)整的新一輪浪潮奔涌;看國(guó)內(nèi),中國(guó)加快推進(jìn)國(guó)際產(chǎn)能合作戰(zhàn)略布局。
在國(guó)家發(fā)改委和外交部大力支持下,今日,中國(guó)中部國(guó)際產(chǎn)能合作論壇暨企業(yè)對(duì)接洽談會(huì)盛大開(kāi)幕。
這是我省主動(dòng)作為、積極爭(zhēng)取并參與總體設(shè)計(jì)的一次全國(guó)性重大涉外活動(dòng),也是外交部《2016年國(guó)際產(chǎn)能合作工作要點(diǎn)》中唯一的部省共同主辦項(xiàng)目。
擁抱世界,湖北躍上開(kāi)放前沿。
A new round of global industrial restructure is in trend and China speeds up overall strategy of global production capacity cooperation.
Forum on Global Production Ca-pacity and Business Cooperation opens today in Wuhan, capital city of central China’s Hubei Province with the support from National De-velopment and Reform Commission and Ministry of Foreign Affairs.
This is a significant foreign-re-lated activity which Hubei has pursued a proactive approach, car-ried out effective planning and made decisive implementation. It is also the only project jointly orga-nized between Ministry of Foreign Affairs and a Province in the Min-istry’s 2016 Global Production Ca-pacity Cooperation Work High-lights.
Hubei now stands at opening-up frontier embracing the world.
投身“一帶一路”發(fā)力產(chǎn)能合作
伊朗總統(tǒng)首席顧問(wèn)來(lái)了,越南計(jì)劃投資部部長(zhǎng)來(lái)了,白俄羅斯經(jīng)濟(jì)部長(zhǎng)來(lái)了……
本次洽談會(huì),有21個(gè)“一帶一路”沿線國(guó)家派出59位政要出席。
這是我省搶抓“一帶一路”戰(zhàn)略機(jī)遇的一個(gè)生動(dòng)寫(xiě)照?!耙粠б宦贰卑咽澜鐧C(jī)遇變成中國(guó)機(jī)遇,也把中國(guó)機(jī)遇變成世界機(jī)遇。
貫徹落實(shí)國(guó)家開(kāi)放大戰(zhàn)略,省委、省政府召開(kāi)專(zhuān)題座談會(huì),研究我省搶抓“一帶一路”機(jī)遇的意見(jiàn)措施。省領(lǐng)導(dǎo)親自率團(tuán)訪問(wèn)絲綢之路經(jīng)濟(jì)帶沿線國(guó)家,成果豐碩。
絲綢之路經(jīng)濟(jì)帶湖北平臺(tái)、長(zhǎng)江中上游地區(qū)與伏爾加河沿岸聯(lián)邦區(qū)合作平臺(tái)……一個(gè)個(gè)新平臺(tái)陸續(xù)搭建。
用漢歐專(zhuān)列運(yùn)去的電子產(chǎn)品,飲羊樓洞青磚茶,吃安琪酵母制作的面包,住中建三局修建的酒店,在華新水泥援建的學(xué)校上學(xué),上烽火通信的網(wǎng)絡(luò)沖浪……如今,在“一帶一路”沿線的哈薩克斯坦、塔吉克斯坦、巴基斯坦、土耳其等國(guó),湖北元素已融入當(dāng)?shù)鼐用裆睢?br style="color: rgb(64, 64, 64); font-family: 'Microsoft Yahei'; font-size: 18px; line-height: 32px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255);"/> 搶抓“一帶一路”戰(zhàn)略機(jī)遇,推動(dòng)企業(yè)“走出去”,為開(kāi)展國(guó)際產(chǎn)能合作打下堅(jiān)實(shí)基礎(chǔ)。
據(jù)省外僑辦介紹,“一帶一路”和國(guó)際產(chǎn)能合作重大戰(zhàn)略實(shí)施以來(lái),湖北已組織省內(nèi)團(tuán)組多次出訪中亞、中東、中東歐、大洋洲等地產(chǎn)能合作重點(diǎn)國(guó)家,推動(dòng)關(guān)鍵性產(chǎn)能合作項(xiàng)目落地,形成了湖北與有關(guān)國(guó)家共謀務(wù)實(shí)合作、共享發(fā)展機(jī)遇的良好局面。
長(zhǎng)江與伏爾加河在武漢“握手”
打造長(zhǎng)江中上游與伏爾加河沿岸聯(lián)邦區(qū)合作機(jī)制,是推動(dòng)“一帶一路”建設(shè),加強(qiáng)地區(qū)合作的新亮點(diǎn)。
2013年5月,長(zhǎng)江中上游地區(qū)與伏爾加河沿岸聯(lián)邦區(qū)地方領(lǐng)導(dǎo)人座談會(huì)(東湖會(huì)議)在武漢東湖國(guó)際會(huì)議中心召開(kāi),啟動(dòng)兩地合作平臺(tái)。當(dāng)年10月,這一合作平臺(tái)得到中俄總理聯(lián)合聲明的確認(rèn),上升為國(guó)家戰(zhàn)略。
2014年6月的“東湖會(huì)議”上,國(guó)務(wù)委員楊潔篪代表中國(guó)政府,向俄羅斯總統(tǒng)駐伏爾加河沿岸聯(lián)邦區(qū)全權(quán)代表巴比奇贈(zèng)送特別制作的羊樓洞青磚茶,“湖北青磚茶”正式成為“國(guó)禮”。
一葉清香潤(rùn)古今?!扒啻u茶”所代表的友誼歷久彌新,成為鄂俄民間友好交往的寶貴財(cái)富。
湖北茶企從中看到了商機(jī)。羊樓洞茶葉股份有限公司與彼爾姆邊疆區(qū)茶企簽訂總投資1億美元的合作協(xié)議,在彼爾姆市合資建立茶葉包裝生產(chǎn)基地和科研種植基地,建立“湖北茶文化中心”。武漢黃鶴樓茶葉有限公司不僅與圣彼得堡最大的中國(guó)茶葉經(jīng)營(yíng)商達(dá)吉婭娜簽約,還與全俄最大茶企菲利克斯集團(tuán)合作,在莫斯科首設(shè)辦事處。
2014年7月30日,南航開(kāi)通廣州—武漢—莫斯科國(guó)際航線,這是我國(guó)中部地區(qū)首條直飛俄羅斯航線。借由這條新“空中走廊”,中國(guó)長(zhǎng)江中上游地區(qū)與俄羅斯伏爾加河沿岸地區(qū)將建立更為緊密的聯(lián)系。
我省還以東湖高新區(qū)為依托,成立“湖北省中俄科技合作中心”,舉辦“中俄工業(yè)激光高層論壇暨合作洽談會(huì)”等大型雙邊活動(dòng),吸引了一批俄羅斯專(zhuān)家、科研機(jī)構(gòu)和企業(yè)來(lái)鄂發(fā)展,我省對(duì)俄激光技術(shù)合作項(xiàng)目也獲批進(jìn)入中俄國(guó)家科技合作計(jì)劃。
漢歐專(zhuān)列為絲路裝上“飛馳車(chē)輪”
5月28日,滿載各類(lèi)貨物的X2974次列車(chē)從深圳西麗車(chē)站開(kāi)出,將經(jīng)武漢吳家山站沿漢歐國(guó)際班列通道前往歐洲。
這標(biāo)志著,華南地區(qū)貨物實(shí)現(xiàn)了鐵鐵聯(lián)運(yùn)直接出口歐洲。
漢歐國(guó)際鐵路班列2012年10月首趟試運(yùn)行,由武漢吳家山集裝箱中心站啟程,經(jīng)由新疆邊境口岸阿拉山口出境,進(jìn)入歐洲腹地,總行程10500公里。
路暢則貨馳,互利必共贏。哈薩克斯坦國(guó)家鐵路公司總裁阿斯卡爾·馬明表示,漢歐班列為中國(guó)貨物經(jīng)哈向歐洲運(yùn)輸打通了又一個(gè)通道,將極大帶動(dòng)兩國(guó)經(jīng)貿(mào)和互聯(lián)互通合作,也有助于哈薩克斯坦進(jìn)一步發(fā)揮本國(guó)過(guò)境運(yùn)輸潛力。
廣深地區(qū)不少企業(yè)提出,希望借助漢歐國(guó)際班列,直接走鐵路出口到歐洲,減少水運(yùn)出口貨物比例。從深圳到歐洲鐵鐵聯(lián)運(yùn)班列僅需19天,不僅比傳統(tǒng)海運(yùn)節(jié)省近2個(gè)月,還可根據(jù)產(chǎn)品特點(diǎn),加裝冷藏系統(tǒng),特別適合保鮮要求高的熱帶水果及海鮮等漁業(yè)產(chǎn)品長(zhǎng)距離運(yùn)輸要求。
武漢漢歐國(guó)際物流有限公司董事長(zhǎng)王利軍表示,如今該班列的開(kāi)通,打通珠三角、貫穿華中地區(qū),形成了貨物在國(guó)內(nèi)的雙向?qū)α?,更為華南各類(lèi)產(chǎn)品出口到歐洲、俄羅斯和中亞新添了快捷通道。
Hubei on opening-up frontier for mutual benefit
In recent years, Hubei has strived to seize the strategic opportunity of the Belt and Road Initia-tive and help companies go global.The Province has laid a solid foundation for global production capacity cooperation.“Hubei has organized several delegations’visits to key countries in Central A-sia, the Middle East, Central and Eastern Eu-rope, Oceania since the implementation of the Belt and Road Initiative and Global Production Capacity Cooperation strategy,”said Yan Puliu, director of Foreign Affairs Office of Hubei Provincial People’s Government.“Key cooperation projects have get started and a favorable situation of practical cooperation and shared development opportunities have formed between Hubei and re-lated countries,”Yan added.
Hubei also created the cooperation mechanism between upper and middle reaches of Yangtze River and the Federal District along the Volga River Bank in Russia, new highlights of promot-ing the construction of the Belt and Road Initia-tive and enhancing regional cooperation.
In May 2013, Local Leader Symposium of the Upper and Middle Reaches of the Yangtze River and the Federal District along the Volga River Bank in Russia, or East Lake Conference, was held in Wuhan, triggering the cooperation plat-form. In October that year, the platform was con-firmed in Joint Communiqué of the Eighteenth Regular Meeting between the Chinese and Rus-sian Prime Ministers and upgraded to national strategy.
Freight goes smoothly with convenient trans-portation while mutual benefit brings win-win situation. Wuhan-Europe rail route started trial run in October 2012 from Wuhan Wujiashan Container Center via Alataw Pass in Xinjiang to European countries with a total length of 10,500 kilometers. The rail trip is about two months quicker than the maritime alternative, and costs a fifth as much as air freight. The freight train carries electronic prod-ucts, electric vehicles,glass and fruit to Europe.
